It runs responsibility state transitions: source-bounded state, runtime-governed capability, ledger-admitted transitions, validation / authorization, feedback / resume routing, and release / hold / block readiness.
Execution environments make AI do work. E2C decides what AI work can enter reality — and runs the state machine that proves it.
E2C is evolving from admission OS language into responsibility OS runtime: models propose, agents execute, E2C admits and runs responsibility state.
Cursor / Claude Code / Codex can act as bounded implementation workers. They may start a runner or generate candidates. They cannot be runtime authority, ledger authority, resume authority, release authority, or dispatch authority.
